Only one owner is available per organization or agency. An agency can assign a primary user who functions as the agency owner. Agency admins inherit organization admin rights for organizations under that agency.
Agency users can be assigned to specific organizations or remain agency-wide with access across all organizations, depending on their role and assignment.
